Zulma Maciel has over 20 years’ public administration experience and is a versatile leader with expertise in public policy development, local government administration, and legislative work. Most of her public service career was dedicated to establishing violence prevention and intervention strategies, and managing a $15M grant portfolio; investing in essential community programs from early care education to senior nutrition programs.
In July 2015, Zulma became the first Director of the Office of Immigrant Affairs for the City of San Jose, CA, and led the development of the City’s first Welcoming San Jose Plan. She aims at building a more welcoming and inclusive San Jose where immigrants feel like they belong and can reach their fullest potential. She is also leading racial equity work through an institutional approach that will lead to better outcomes for communities of color. A daughter of immigrants from Mexico, Zulma understands the importance of economic, linguistic, civic, and social integration of people who have chosen to call Silicon Valley home. She is bilingual, bicultural, binational, and an alumna of the HOPE Leadership Institute (Hispanas Organized for Political Equality), a statewide leadership training for Latinas in leadership and advocacy roles.  She earned a B.A in Sociology from the University of California, Santa Cruz.
